After the 'perfect storm', creating summer youth employment should be the U.S. highest priority, or brace for a long hot summer

By Professor Armando Vazquez-Ramos, President and CEO, The California-Mexico Studies Center

Now that congressional leaders have introduced legislation for police reform, it is imperative that national, state and local leaders develop a massive summer jobs program for youth, or brace for a long hot summer.

As the highest segment of the 45+ million unemployed, we need to create millions of summer jobs to activate the labor force and give young people hope, economic benefits and an opportunity to enter or re-enter the job market.

This will require an infusion of public employment funding to channel the synergy generated by the protest movement around the George Floyd killing, and enhance much needed police-community relations left simmering as we face the resurgence of the COVID-19 pandemic.

As a new civil rights movement has emerged, a new War on Poverty and Unemployment must be created this summer, or the simmering ashes of the 2-week unrest will rekindle.

Like the Public Works policies of the 1930’s due to the Great Depression, and the War on Poverty triggered by the L.A. 1965 Watts Riots, there needs to be new ‘bailout’ funding for our high school and college unemployed youth in the 14-24 age group.

Unlike previous employment training and subsidized jobs in the 1970’s, which relied almost entirely on federal funding, a new War on Poverty and Unemployment should be in partnership with school districts, colleges and universities, labor unions and the private sector.

Trump must be removed and so must his congressional enablers

No alt text provided for this image

By: George F. Will ~ The Washington Post ~ June 1, 2020

This unraveling presidency began with the Crybaby-in-Chief banging his spoon on his highchair tray to protest a photograph — a photograph — showing that his inauguration crowd the day before had been smaller than the one four years previous. Since then, this weak person’s idea of a strong person, this chest-pounding advertisement of his own gnawing insecurities, this low-rent Lear raging on his Twitter-heath has proven that the phrase malignant buffoon is not an oxymoron.

Presidents, exploiting modern communications technologies and abetted todayby journalists preening as the “resistance” — like members of the French Resistance 1940-1944, minus the bravery — can set the tone of American society, which is regrettably soft wax on which presidents leave their marks. The president’s provocations — his coarsening of public discourse that lowers the threshold for acting out by people as mentally crippled as he — do not excuse the violent few. They must be punished. He must be removed. Read full article here

Trump looks to Dreamers for an immigration deal

No alt text provided for this image

By: Anita Kumar ~ Politico ~ June 7, 2020

The Supreme Court is expected to allow Trump to end a program protecting Dreamers, but no one expects he will do so right away.

The fate of Dreamers is about to be dropped into a combustible election year — again.

Activists, lawmakers and White House officials are bracing for the Supreme Court in the coming weeks to allow the Trump administration to end the program that protects immigrants who came to the country illegally as children, known as Dreamers.

But no side expects President Donald Trump will immediately end the program if the ruling goes in his favor. Instead, Trump is expected to slowly wind down the program and use that as leverage to try and strike a broader immigration deal with Democrats this summer, according to six people familiar with the situation. But Democrats, already suspicious of any deals with Trump, want to wait to see if their party wins back the White House and Senate in November. Read full article here

Democrats police reform bill would ban chokeholds, makes civil suits against officers easier

By: Sarah D. Wire ~ Los Angeles Times ~ June 8, 2020

House Democrats on Monday unveiled a legislative blueprint for reforming policing policies, responding to the nationwide protests calling for change after the death of George Floyd.

The bill, led by Congressional Black Caucus Chairwoman Karen Bass (D-Los Angeles) and Sen. Kamala Harris (D-Calif.), includes reforms making it easier to sue police officers for misconduct in civil court and to prosecute them for criminal behavior.

It would also prohibit the use of chokeholds and certain no-knock warrants by police nationwide, and give the Justice Department civil rights division subpoena power to investigate local police departments.

The bill also mandates the use of body cameras, bans the transfer of certain military equipment to police departments, creates a national database disclosing the names of officers with a pattern of abuse, and would eliminate the legal shield protecting police from lawsuits. Read full article here

George Floyd protests have created a multicultural movement that's making history

By: Leila Miller ~ Los Angeles Times ~ June 7, 2020

Throughout his life, Alan Michnoff’s engagement with racial justice issues had been “next to none.” Although the 30-year-old North Hollywood resident had always been aware of police brutality against black people, he had not actively spoken up.

Last weekend, as the George Floyd protests swelled nationwide, something changed. Michnoff came across a passionate Instagram post by a friend. “I am emotionally and physically exhausted yet I continue this fight,” she wrote, demanding that others not be complacent in the face of racism.

“That just struck a chord with me,” Michnoff said. “A lot of people have been saying that. Just hearing it over and over again, and it being perhaps the right time, it finally hit for me.”

He donated to local bail bond funds and signed petitions demanding charges against the officers involved in Floyd’s death and that of Breonna Taylor, a 26-year-old emergency medical technician who was shot by Louisville, Ky., police in her apartment. On social media, Michnoff found link after link to resources for people seeking to support the movement. Read full article here

Coronavirus jumps the border, overwhelming hospitals in California

No alt text provided for this image

By: Miriam Jordan ~ The New York Times ~ June 8, 2020

Hospitals are airlifting patients to facilities hundreds of miles away to handle an influx of Americans and U.S. green card holders sickened in Mexico.

For 32 years, Judy Cruz has cared for patients who showed up in the emergency room in the arid, agrarian valley that straddles Mexico along the California border.

There have been bad flu seasons that caused hospitalizations to spike; weekends when off-road vehicle collisions in the desert resulted in traumatic injuries and scorching summer days when overheated farm workers required intensive resuscitation. Among the patients was always a smattering of Americans who lived across the border.

“We are a teeny tiny hospital but have always been able to manage, calling in staff on their days off or transferring one or two patients out a day to bigger facilities,” said Ms. Cruz, director of the emergency department of the El Centro Regional Medical Center. “We’d get a surge for 24 or 48 hours that required all hands on the deck.” Read full article here

After Hoover's police assaulted peaceful protesters, he lost reelection. Will Trump ?

No alt text provided for this image

By: Michael Hiltzik ~ Los Angeles Times ~ June 2, 2020

On Monday evening, National Guard units accompanied by other federal law enforcement detachments fired rubber bullets, flash-bang grenades and tear gas canisters into crowds demonstrating across the street from the White House against police killings of unarmed black people.

This was done evidently at the behest of the Trump administration so the president and his aides could stroll safely to the steps of a nearby church for a photo opportunity, in which he was snapped hoisting a Bible in his hand.

The events provoked widespread disgust and outrage. Some people wondered when a president had ever ordered an assault on peaceful demonstrators for political purposes. Read full article here

CMSC-CHRCL to file class-action lawsuit against US Dept. of Education & Secretary Betsy DeVos

No alt text provided for this image

The California-Mexico Studies Center (CMSC) is working with the Center for Human Rights and Constitutional Law (CHRCL) to file a potential class-action lawsuit against the U.S. Department of Education and Secretary Betsy DeVos’ discriminatory exclusion of DACA, TPS, and other immigrant students from the CARES Act benefits for colleges and universities. While the bill does not reflect the exclusion of undocumented students currently enrolled in a higher education institution, the department determined that this population would not be eligible.

Thus, we are calling upon DACA / TPS recipients and Asylum seekers that were denied this benefit to become plaintiffs to file the lawsuit along with the CMSC and CHRCL. We are also calling upon organizations that want to get involved as plaintiffs.

En hora buena nos toca diputado chilango

No alt text provided for this image

Gonzalo

If you don’t understand the protests, what you're seeing is people pushed to the edge

By: KAREEM ABDUL-JABBAR, NEW YORK TIMES (OP-ED), MAY 30, 2020

What was your first reaction when you saw the video of the white cop kneeling on George Floyd’s neck while Floyd croaked, “I can’t breathe”?

If you’re white, you probably muttered a horrified, “Oh, my God” while shaking your head at the cruel injustice. If you’re black, you probably leapt to your feet, cursed, maybe threw something (certainly wanted to throw something), while shouting, “Not @#$%! again!” Then you remember the two white vigilantes accused of murdering Ahmaud Arbery as he jogged through their neighborhood in February, and how if it wasn’t for that video emerging a few weeks ago, they would have gotten away with it. And how those Minneapolis cops claimed Floyd was resisting arrest but a store’s video showed he wasn’t. And how the cop on Floyd’s neck wasn’t an enraged redneck stereotype, but a sworn officer who looked calm and entitled and devoid of pity... Read Full Article Here
