ABOUT THE ASSISTANCE PROGRAM:

The California-Mexico Studies Center (CMSC) is relaunching the Humanitarian Advance Parole Assistance Program (HAPAP), an unprecedented effort aimed to encourage and assist DACA recipients who have urgent humanitarian cases to apply for an Advance Parole travel permit.  This program is especially designed for DACA holders who have an urgent family crisis with documentable evidence of serious illness or terminal condition medical cases.

Urgent humanitarian criteria:

The following qualify as urgent humanitarian needs:

  • if you have a close relative like a dad, mom, sibling, or grandparent who is very ill, or in critical health conditions.
  • If you have a close relative who recently passed away and you need to attend a funeral and/or make mortuary, personal and estate arrangements for them.

DACA recipients from anywhere in the continental U.S. are welcome to apply.

ELIGIBILITY REQUIREMENTS:

In order to be considered and accepted into our program, you must meet all of the following criteria:

  • Have an active DACA status
  • Must have no criminal and/or immigration record
  • Have medical and verifiable documentation of an urgent humanitarian need to travel abroad
  • Able to pay the required $575 for the I-131 Advance Parole application fee
  • Must be able to pay the CMSC a $500 non-refundable application assistance fee

INCLUDED IN THE $500 PROGRAM FEE:

The non-refundable $500 fee includes the Advance Parole application preparation, legal advice and filing assistance, as well as a CMSC letter in support of your application explaining the urgency of your case.

APPLICATION PROCESS:

To be considered for acceptance into our program, applicants must complete a four-step application process which requires the following:

  • Step 1: Complete and submit the online application form 
  • Step 2: Once your application is submitted, we will send you a confirmation email with instructions to schedule a Skype or Zoom interview to discuss your eligibility, urgency and reasons to apply, and to determine whether or not you qualify to move forward with our program and application process.
  • Step 3: Once you have been accepted and pay our $500 application assistance fee, you will be scheduled immediately with a counselor  who will provide you a set of instructions to prepare your I-131 Advance Parole application, gather all supporting documentation and assist you to submit your application at the local USCIS field office closest to your place of residence.
  • Step 4: We will schedule a final Skype or Zoom meeting to go over your application, verify the supporting documentation to be included and to ensure you are ready to file your Advance Parole application with USCIS.

DISCLAIMERS:

    • The CMSC will not refund the USCIS $575 application fee if the Advance Parole permit is denied, nor can we guarantee that the application will be processed promptly by USCIS, despite the nature of urgent humanitarian cases.
    • The CMSC cannot advise nor recommend travel by the participant regarding the risk or safety conditions related to the COVID-19 pandemic. This decision is entirely a personal choice and should be based on the conditions at the place where the participant plans to visit, prior to departure. This includes considering if there are restrictions, flights available, other forms of travel and any local requirements, such as quarantine restrictions and testing for COVID-19.
    • All participants will travel at their own risk and expense and will hold the CMSC harmless for any damages resulting from traveling with DACA’s Advance Parole.
