Dreamers advocate for DACA's Advance Parole in Washington, D.C. - Newsletter Jan. 14, 2019

We are pleased to confirm that 20 Dreamers from different states will converge today in Washington, DC to start our Campaign to Restore DACA's Advance Parole, intended to inform and educate legislators about the importance of this travel permit for humanitarian, educational, and employment purposes and why this is so important for Dreamers and their families.

The 3-day mobilization will begin with a seminar and press conference on the importance of Advance Parole at the U.S. Capitol on Tuesday, January 15, 2019 at 9:30 am (HOB 122), to be followed by several meetings with legislators and their immigration staffers through Thursday January 17, 2019.

The tour will also outreach to the DC community by hosting two film screenings and Dreamers-led panel discussions related to Advance Parole (please see the flyers below for more information on the screenings of Rocio by Dario Guerrero and Advance Parole by Lidieth Arevalo).

The primary purpose of the campaign is to secure more signatures by new and returning members of congress who have not signed the Alan Lowenthal and Nannette Barragán advocacy letter and to secure a similar senate letter to be led by California senators Kamala Harris and Dianne Feinstein, with leadership support from Senate Minority Leader Chuck Schumer and Rep. Joaquin Castro, as the Chair of the Congressional Hispanic Caucus.

We need legislators to hold DHS Secretary Kirstjen Nielsen accountable and responsible for the systematic denial of DACA's Advance Parole for Dreamers, despite the federal court's order to reopen DACA. This is not a legislative issue, it is a discriminatory and inhumane administrative discretion.

Congressman Lowenthal To Hold Panel With DACA Recipients on Critical Importance of Advance Parole

WASHINGTON, D.C. (January 11, 2019) - Congressman Alan Lowenthal will host a Capitol Hill seminar on January 15, 2019 that will feature more than a half-dozen Deferred Action for Childhood Arrivals (DACA) recipients talking on the critical importance of renewing advance parole for DACA recipients. These individuals have traveled to Washington to deliver a petition to Congressional Leaders urging them to push for the restoration of advance parole for DACA recipients.

Advance Parole is a determination from DHS that can be used by undocumented immigrants to temporarily travel outside the U.S. and return without penalty. Obtaining this status allowed Dreamers to pursue employment that required foreign travel, to visit family and loved ones suffering from illness, and to participate in educational programs abroad. However, the Trump Administration's order to rescind the DACA program in 2017 halted the approval of advance parole for Dreamers.

The seminar will be led by Armando Vazquez-Ramos, the President and CEO of the California-Mexico Studies Center, Inc. The visiting DACA recipients will share how this policy has torn apart their lives and families and why the restoration of the Advance Parole travel policy is important meanwhile congress reaches a permanent solution for DACA recipients.

Since 2012, people under Deferred Action for Childhood Arrivals - the program created under the Obama administration to give a pass from deportation for youth who came to the country as children - could apply to travel abroad for humanitarian, labor or educational purposes.

But amid uncertainties for DACA in fall 2017, when the Trump administration ordered to phase out the program, it halted the approval of the travel applications, including the applications for Garibo and her peers for their study abroad program.

So this month, one year after the trip Mexico would have been, some of them are going to Washington D.C., to fight to bring the permits back. They'll arrive Jan. 15 and stay for a few days to meet with members of Congress and try to persuade Secretary of Homeland Security Kirstjen Nielsen.

The study abroad program was created in 2015 by Cal State Long Beach professor Armando Vazquez-Ramos, who will be leading the students to Washington D.C. Normally, students submit advance parole applications months in advance and they are usually cleared without issue, Vazquez-Ramos said.
