Senate parliamentarian nixes Democrats' immigration plan

Senate parliamentarian Elizabeth MacDonough on Sunday dealt a significant blow to Democrats' plan to provide 8 million green cards as part of a sweeping spending package, warning it doesn't comply with tight rules that determine what can be in the bill. 
MacDonough's guidance, a copy of which was obtained by The Hill, likely closes the door to Democrats using the spending bill to provide a pathway to citizenship for millions of immigrants. MacDonough, in her guidance, called the Democratic plan "by any standard a broad, new immigration policy."
"The policy changes of this proposal far outweigh the budgetary impact scored to it and it is not appropriate for inclusion in reconciliation," she wrote in the ruling obtained by The Hill. Democrats pitched MacDonough earlier this month on their plan to use the $3.5 trillion spending bill to provide 8 million green cards for four groups of immigrants: "Dreamers," temporary protected status (TPS) holders, agricultural workers and essential workers. Huge response to the CMSC’s 2022 Dreamers’ Study Abroad Program

The CMSC’s Summer 2022 Dreamers’ Study Abroad Program had a massive response during the 1st week of the application process, with over 100 DACA recipients applying and now being scheduled for selection interviews this week.

Despite the rigorous application requirements of: a COVID-19 vaccine, a letter of recommendation and a panel interview, the CMSC has received applications from throughout the U.S. and many from returning Dreamers that want to return next summer to Mexico with siblings, classmates, and co-workers.

At this pace, it may be necessary to close the application deadline early because the CMSC staff cannot interview more than the first 300 applicants and accept only 150 participants, in order to stay on target in terms of the application process and budget.

SIQUEIROS 2022

at the LA Art Show July 29-August 1, 2021

Los Angeles, CA. (July 12, 2021) Coagula Curatorial is pleased to host the launch of the Chouinard Foundation/ California-Mexico Studies Center collaboration of SIQUEIROS 2022, an eighteen-month celebration of the 90th anniversary of David Alfaro Siquieros’ brief but historic visit to Los Angeles in 1932. The launch will take place starting July 29 at the LA ART SHOW (LAAS) and will focus on the mythical first mural “Street Meeting” by Siqueiros in Los Angeles.
In 1932, Siqueiros was invited to Los Angeles by Nelbert Chouinard and painted three iconic murals. The first, “Street Meeting”, painted on a wall at the original Chouinard School of Art building in L.A. was thought to have been lost, but was rediscovered by Luis Garza, Dave Tourjé, Nobuyuki Hadeishi and Jose Luis Sedano in a Chouinard Foundation effort in 2005.
The Coagula Curatorial booth at the LAAS brings public awareness to the dangerously fragile state of both the historic Chouinard Building in MacArthur Park and the Siqueiros mural painted on its wall. The booth will spark public dialogue for this world art treasure to inspire the necessary responsible development of the property and mural in a comprehensive “adaptive reuse” modality. The event is being organized and produced by Luis Garza, Armando Vasquez- Ramos and Dave Tourjé.
Debuting at the LAAS is a 24” x 34” hand pulled screenprint depicting “Street Meeting” - the historic mural painted by Siqueiros on the Chouinard school during his 1932 stay in Los Angeles. Printed in an edition of 50, it comes with interpretive colorizing by Luis Garza. All known historic documentation of the mural is only in black and white. The serigraph is being printed by Nataly Gonzalez of Moby Arts Los Angeles this summer and all proceeds will go towards this historic effort to preserve the mural and Chouinard building.
The original “Street Meeting” mural was painted over at the behest of the city fathers in 1932 and thought to have been destroyed soon afer its creation, for endorsing subversive ideas and elements. The print is published by Luis Garza and Dave Tourjé, chair of the Chouinard Foundation. The booth will also display historical images and artifacts related to the Chouinard School of Art and segments of Garza’s 2010 Siqueiros exhibit at the Autry Museum which include a multimedia exhibit.
Throughout the next eighteen months, the SIQUEIROS 2022 project will celebrate the legacy of El Maestro David Alfaro Siqueiros’ powerful impact on Southern California and the art world, from his arrival in 1932 at the request of Ms. Chouinard, founder of her eponymous art school.
SIQUEIROS 2022 will feature the organizers’ vision of developing the site as an adaptive use cultural center, at the location of the original Chouinard School of Art, to preserve Siqueiros’ “Street Meeting” mural and create a self-sustaining project to restore the Chouinard school and memorialize its legacy through a development project that will also create commercial space and generate housing for artists, teachers and low-income tenants along with the plans for the Chouinard/Siqueiros Cultural Center.
